LOCAL ADMINISTRATION SYSTEM
Being the oldest village in the Hunza valley,Hindi Manishmal has a vast cultural, historical, traditional and social activity background. As the village have a thick population as well as vast area thereby necessitating a huge local government system in order to run the over all affairs of village administration in sub systems i.e. headman ship, Jurgadari,Trangfa,Durga,Cherbu,Blacksmith,local folk musicians, Akhun, Khalifa, Soothsayer etc. Of all these sub systems detail is elaborated in the headings below:-
Headman ship:-
The village has four headmen in order to look after the administration, security and judicial matters. Head of the headmen is called chief headman. Each headman represents his tribe which reveals the equal participation of every tribe in the matters of government affairs.
Jurgadari:-
The village is divided into four portions from population point of view in order to manage the laborious activity as well as to celebrate old traditional festivals. Jurgadars are responsible to collect the money in the shape of cash and material on account of various fines and dues from their respective portion (Maqsoo), supervise and monitor the water irrigation system, water turn system, animal grazing timing, cleanliness maintenance, collection of blacksmith, Cherbo and Durgha dues etc. Two Durghas are selected from each portion (Maqsoo).
Trangfa:-
In order to settle down the old and newly born disputes among the villagers and other villages, court issues and to elaborate the ancient and old history and background of the area, Trangfa terminology has been introduced from a long time.
Durgha:-
To run the water turn system in a streamlined and systematic manner, Durgah has been appointed. Remuneration is given to him by collecting a fixed ratio of grain from the villagers. There are two Durgas for the aforesaid purpose i.e. one for yonro goane and another one for nalkai and butomosho goane. Although it is a very simple task obviously but it is a challenging and much time taking job innerly having much more knowledge of a very very complicated water turn system. To perform this job one has to wake up at midnights and remains till midnight.
Cherbu:-
For the purpose of announcement system in the village, stentman(cherbu) is being appointed with the approval of Headmen. To announce every announcement, he has to choose a center and hilly place from where everyone can hear clearly. As durgha shouts loudly for a long time thus it is said that due to this act he becomes old in a short time. Remuneration is given to him by collecting a fixed ratio of grain from the villagers.
Blacksmith:-
For making, repairing and maintenance of different iron, silver and steel tools of the whole village, Blacksmith was brought from outside giving them the village ship rights. It is his duty to remain in the village for the whole year in order to meet the day to day said business. Remuneration is given to him by collecting a fixed ratio of grain from the villagers.
Local Folk Musicians:-
To amuse the villagers in their spare and boring time and celebrations, Folk Musicians perform their fun by playing variety melodious tunes. In order to get the attention as well as gather the people, Garawal and Pasolky is played at hilly and centered place. After gathering of the people, Dancing tradition get starts with the Sheen tribe's tune. Every tribe has its own special tune upon which tribesmen perform their folk dances. Their dance starts and ends with salute(joo) to village elders and during the dance oldest one leads the way keeping the long life tradition. During the dance, everyone claps and hurrahs loudly to energize and warm the dancers.
Akhun:-
To deal with religious and spiritual matters of the villagers, Akhund is responsible. To this post a person having a religious background and pious qualities is appointed. Every tribe has its own Akhun usually.
Khalifa:-
Although Khalifa deals with the same matters of Akhund but deals some specific tasks and affairs of his murids other than that of Akhun.Khalifa deals affairs of birth, death, marriage, tomur and other related matters. Affordable remuneration is given to Khalifa.
Danyal (soothsayer):-
In order to foresee, pre-judge, and to get factual position of a matter, Danyal is utilized who with his divine source which call rachay (unseen fairies) do this job. Danyal show is organized in an open space with a huge gathering of people by playing some fairy sweet tunes upon which dancing, he get contact with Rachay looking upside. After getting required information , he sits on the drum and begins to tell the realities about the matter in question.
